There were an estimated 2 billion to 3 billion old tires in landfills and illegal dumps 15 years ago, but recycling, power production and other uses have helped cut the stockpiles to perhaps 800 million, the U.S. Environmental Protection Agency says. The same programs are helping recycle 71 percent of the annual stream of newly discarded tires, according to the Rubber Manufacturers Association. However, recycling volume has leveled in recent years for several reasons, particularly because most states have room to bury tire segments.
